Paradoxes

I was driving to the train station during a recent snow storm and saw a man wrapped in a blanket standing outside his tent under a highway overpass. I gasped and uttered “he doesn’t need to be there.” Having worked on behalf of the homeless for half of my social welfare career, I am well aware of the broad range of housing and services that are available.
